1. Further to our telephone conversation this morning, I have now studied your minute of 5 September addressed to Miss Walker and have spoken to Miss Taylor.
2.
As mentioned in paragraph 1 of your minute, the Inspector recommended that "Heads of Mission Section should take over briefing and programme arrangements for Governors". This has now been agreed by POD and as from 2 February this Section will:
arrange Governors briefing programmes in conjunction with the geographical department;

arrange the Audience with The Queen Heads of Mission Section already arrange Audiences for Governors7;
arrange for Governors Commissions to be sent to the Palace;
despatch one copy of the Commission to the Governor after he has arrived at post.
3. On a., it would be useful if you could let me have a copy of a briefing programme arranged for a Governor already in office.
4. On d., could you please let me have a draft commission for a Governor. In the case of HM Ambassadors and British High Commissioners the/Commission is sent to the post after the Head of Mission has arrived because it contains his date of arrival at post. In your paragraph 3(d) you mention "copies to the territory". In the case of St Helena, would this mean Ascension and Tristan da Cunha?
5. Could I please have a copy of the minute to A & SD Reproduction Services which is numbered 20 on your check list.
6. I do not consider that it would be appropriate for Heads of Mission Section to notify the British Legion, etc of the appointments of Governors. In the case of Heads of Mission this is the sort of thing that would be dealt with by Miss Taylor or someone else in POD.
7. Miss Taylor is only concerned with Governors who are members of the Diplomatic Service so I am presuming that the majority of items on your check list will remain the responsibility of Hong Kong and General Department.
