INSPECTION OF DEPENDENT TERRITORIES

ESSENTIAL FACTS

DS inspections of dependent territories are of limited value since the criteria applied by Inspectors are relevant to diplomatic and consular posts. However, they are of some value in terms of assessing the appropriateness of the establishment at the Governor's disposal. Governor, Cayman Islands, has produced a Self-Inspection Questionnaire which could act as a guide for OAG's in terms of the good administration of their territory. HM Commissioner, Anguilla, has queried this approach whilst the Governors of Montserrat and Turks and Caicos Islands have supported it but raised additional questions.

2. As the number of Governors with HMOCS experience declines, the SIQ could indeed be a useful tool although it could not be applied in an absolutely standard format in each dependent territory.

Depending on the views expressed at the Conference, HKGD would be willing to put together a general guide for Governors along the lines of the SIQ.
