(vii)-(iv) A Development Unit was established in Chief Minister's
Office in June 1980. Its priority function is to coordinate and give more rapid effect to the indicative plans for 1980/81, 81/82 as agreed by Dev Div and other aid donors. Second priority is a 3 year sectorial development plan (Montserrat).

works well (Montserrat).

TO POLITICIANS: (i) Yes. Governor sees float files of all Ministries and
meets Chief Minister, Ministers and Permanent Secretaries regularly. (Montserrat)

(ii) There is general lack of clear understanding of the
portfolio system. The portfolios will be renewed as part of the Public Service Review (Montserrat).
(iv) A touch of discipline is needed in several cases.
This is now being applied (Montserrat).

RELATIONS:
(ii) Governor does not have a deputy so the full burden
of maintaining contact with Heads of Departments and Permanent Secretaries falls to him (Montserrat).
(v) In first 5 months all constituencies were visited
for a full day. In future, it will be 2 or 3 times a year (Montserrat).

Does the Annual Report, Civil List and Departmental Annual Reports (and perhaps Hansard too) all serve sufficiently useful purposes to warrant the time and effort devoted to their preparation (Bermuda).
(ii) Most appointments are made by the Governor acting in
accordance with the Executive Council's advice (Montserrat).
(iii) Water, Electricity companies and Port Authority work
well, keep out of debt and pay their way. Development Finance & Marketing Corporation, due to mis management, is in a precarious financial state but under new management position is improving (Montserrat).
(iii) Depending on the circumstances, Governor gets the
Ministry responsible to draft reply for Governor or reply direct (Montserrat).
