INSPECTION OF DEPENDENT TERRITORIES

Under cover of my letter of 28 November 1980, I circulated a copy of a draft 'Self-Inspection Questionnaire' which Tom Russell had kindly drawn up and which aimed to cover those aspects of your work which would not fall within the DS Inspectors' remit.
2. The subject was discussed at the Conference of Caribbean Governors in January last. The OAGS attending agreed, with one exception, that this self-inspection list would be a useful tool to draw a Governor's attention to aspects of his job that might otherwise be overlooked. HM Commissioner, Anguilla, felt that the list might lead an inexperienced Governor into difficulties. However, it was felt,. on balance, that the list would be used intelligently and could be adapted as appropriate in each territory.
3. I enclose a revised questionnaire, into which I have incorporated the various comments which have been received from territories.
4. I am writing to all OAGS, except that in the case of Hong Kong I am copying to Denis Bray for his information. I am also copying to the Administrators, Ascension Island and Tristan da Cunha for information.
