ANGUILLA:
INSPECTION OF DEPENDENT TERRITORIES
1. Thank you for your letter of 12 May enclosing a copy of the revised version of the "Self Inspection Questionnaire".

2. Despite my mutterings in Barbados I am content to accept the majority decision especially as it was agreed at the January Conference that thewould not be used by Diplomatic Service Inspectors "who were in any case not qualified to comment on the performance of Governors".
3. However, may I as the only OAG out of step be allowed the luxury of a final comment. Having just gone through a difficult month here ending with the dissolution of the Assembly I have found it necessary inter alia to consult the Constitution regularly and to take decisions on security (including the dispersal of arms and ammunition) to deal with changing situations. In none of this would I have had time to consult a check-list. In short: I am still of the view that there is no substitute in the Colonial business for experience, common sense, judgement, hard work and above all, luck.
4. That said, I will shut-up and try to find time to adapt the questionnaire to bring it more in line with Anguillan
circumstances.
