FOR THE GOVERNOR OF A COLONY
CONSTITUTIONAL:
Are powers of Ministers/Members prescribed in writing in the Guide to Operations of the Cabinet/ Executive Council or by letter if the Constitution allows them?
Have imperfections in the Constitution been identified and recorded for
correction when the Constitution is
next revised?
When were Standing Orders for the Legislative Assembly last revised? Were they agreed by the Clerks Office of the House of Commons? How promptly and how accurately is Hansard produced?
Is the Gazette regularly produced?
What is the gap between a Bill being passed in the Assembly and Assent?
Are Clerks to the Executive Council (or Secretary to the Cabinet) and the Legislative Assembly up to their jobs?
Is the Country Assessment paper up-to- date and are regular assessments made of progress towards the main objectives set out in the paper?
Are the "de facto" powers of the Ministers/Members running ahead of the "de jure" position laid down in the Constitution? Particular attention
should be paid to the preservation
intact of the Governor's reserve powers.
