Composition of the JSC
It became clear from debates on appointments in the JSC that the lack of judicial members was hindering proper consideration of the candidates; Mr Rushford discussed with the Chief Justice (his letter of 19 August and the Chief Justice's reply of 1 September). It has been proposed that 3 High Court Judges be added to the JSC;
we agree, but there may be opposition among the Unofficials.

Meanwhile, Hong Kong have approached us (Mak's letter of 21 August) about whether judicial officers may sit on the JSC. Our reply is attached.
