CONFERENCE OF CARIBBEAN GOVERNORS IN ABDOS, PA9-21 JANUARY: HKGD'S ATTENDANCE AND SUBSEQUENT VIST WO DI ENDENTI TERRITORIES

2 1. I understand that authority for arts and subsistence for my Assistant, Mr Morrice, to go to Barbados and subsequently to certain of the dependent territories has already been given on the basis of Mr Deare's minute to you of 20 November 1980.

I attach a copy of Mr Morrice's itinerary. The total cost of the fares, as notified by BA, is £991. It may be necessary for the itinerary to be altered slightly and for Mr Morrice to go to Montserrat instead of Anguilla, but this should not affect the fare by more than a few pounds either way.

As for subsistence, the following will be required:

5 nights in Barbados

1 night in Anguilla

1 night in Antigua (in transit)

3 nights in Grand Cayman

2 nights in Grand Turk

An extra night in Barbados is now necessary since there is to be a meeting of the London-based participants in the Conference during the Sunday, and Mr Deare, who will be chairing the Conference after Mr Ridley's departure, has asked Mr Morrice to be available for that.

As for the rest of the trip, I cannot see that Mr Morrice can possibly visit the three territories concerned in less than the time proposed, given the infrequency of flights between the islands.

5. I should be grateful for confirmation that the above expenditure, plus any incidentals that may be incurred by Mr Morrice, will be met from FCO funds,

You will note, of course, that any slight increase over WIAD's original estimates for this visit can be offset against the savings achieved by Mr Harding's withdrawal from the Conference.
