Pay Increase for the Civil Service

With the approval of Finance Committee of Legislative Council, basic pay rates for the Civil Service are increased with effect from 1st April 1980. Details of adjustments to existing pay scales are given in the attached appendices, an index of which is at Appendix 1.

The pay of officers remunerated from other scales, and those with personal salaries, will be adjusted in accordance with the *** in increases in the most appropriate of the pay scales. Details will be
sent to departments separately.
Conversion arrangements

Pay will be converted on to the new dollar value for the same numbered point with effect from 1st April 1980 or the date of appointment. whichever is the later. Thereafter any changes caused by promotion, transfers or in-service appointments will be based on the revised pay scales. This will be the subject of a separate Treasury Circular.
Daily wage rates for casual labour

With effect from the date of this circular, the daily wage rates for casual labour are also revised. For details, see Appendix 8.
Acting allowances under CSR 172
5.
Acting allowances granted since 1st April 1980 will be adjusted where these are expressed as a percentage of salary. Allowances granted under CSR 172(3) will continue to be paid at existing rates, but may be reviewed on departmental recommendation separately and any adjustments will be effected later.
Overtime allowance

Arrears of overtime allowances arising from the pay increases will be calculated automatically and the amount due to each officer will be included in his September salary.
