To reply to a letter of 6 August from Mr Robert Parry MP
Liverpool, Scotland Exchange) with which he enclosed a letter from the Hong Kong Civil Servants General Union about disputes within the Civil Service.
Recommendation
2.
I recommend that Mr Blaker replies to the letter on the lines
of the attached draft. I further recommend that the department replies to a letter from the Union itself to the Secretary of State along the lines of the attached draft.
OLA agrees.
Background
3. The issues raised in the enclosure to Mr Parry's letter were the subject of eight PQS put down by Mr Parry for Written Answer on 7 and 8 August. Given that the Answers to these were comprehensive and that one of the key questions remains sub judice, there is little that Mr Blaker can add on this subject. Although the Written Answers have not yet been published in Hansard, Mr Parry will have received his replies.
4. The Hong Kong Civil Servants General Union has also written directly to the Secretary of State. The PS sent an interim reply on 18 July. The department will reply, unless the Minister feels that he should do so, although there are not good reasons why he should engage himself directly in correspondence with the Union.
5. The Hong Kong Civil Servants General Union have also written to the TUC who have referred the matter to the OLA. I have recommended
that the OLA reply to the TUC in similar terms.
