I have been asked to reply to your letter of 9 July to the Secretary of State.
The issues to which your letter refers were the subject of Parliamentary Questions by Mr Robert Parry MP on 7 and 8 August. I enclose copies of the replies which have been given by the Minister of State for Foreign and Commonwealth Affairs, Mr Hurd.
I cannot add anything at this stage because one of the key questions is a matter for the Court of Appeal in Hong Kong and, therefore, sub judice.
