(e) The Staff Side took exception to the
suggestion raised in paragraph 4.11 in that they would prefer to see the continuation of the existing informal arrangement between Civil Service Branch and the Senior Police Consultative Council and would not wish to see all matters discussed in the Senior Civil Service Council referred to the Police Council for consultation.
(f)
The Staff Side questioned whether there would be any formal agreement between the Government and the proposed Junior Council in a similar way as the drawing up of the 1968 Agreement with the Staff Side of the Senior Civil Service Council.
III. Chapter 5 - Staff Relations and Staff Management
in the Civil Service

The Staff Side's comments on this chapter are that :-
(a) Apart from manpower support, Government
should also provide financial assistance to the Staff Side associations to help meet running expenses.
(b) Staff Reports should include a section for
assessing an officer's aptitude and ability in personnel management and that this aspect should be given due weight when assessing the officer's suitability for promotion to senior management appointments.
(c) Unionism should form part of the training
for senior management staff in the Civil Service.
IV. Chapter 7 - The Role of the Standing Commission
in the Consultative Machinery

The Staff Side expressed disappointment on the brevity of the Report and the general lack of practical details for implementing the recommendations and in particular, failed to identify the role of the Standing Commission in the overall Civil Service consultative machinery. They were also disappointed at the total silence in the Report on the question of arbitration. Whilst appreciating the Standing Commission's reluctance to take up the role of arbitrator" or "mediator" in disputes between staff and management, the Staff Side Felt that the Commission should at least state a view on the question of arbitration as this is one aspect which staff are generally expecting to see covered in the Report.
