WRITTEN ANSWER

Lord BROCKWAY asked Her Majesty's Government:

on what grounds the Hong Kong Social Workers'

General Union representing disadvantaged

employees in voluntary agencies (providing

approximately 90 per cent of welfare in Hong

Kong) are denied recognition by the Government,

although the agencies are heavily subsidised from

public funds.

Lord CARRINGTON:

The Union was formally registered by

the Hong Kong Government on the 6th of February 1980 as a

trade union under the Trade Unions Ordinance. As such it

enjoys all the rights and obligations under the Ordinance.
