The C.P. has advised that the Junior Police Officers'
Association has not submitted a reply, while the Local
Inspectors' Association has advised that it has no comments.

The Superintendents' Association makes two main points. First, it expresses disappointment with the conversion arrangements, and states that on conversion an officer should go to the point on the scale appropriate to his service. example, an officer with 3 years service in the rank should convert to the third point. Secondly, it states that the Commission should adopt "final-stage consultation" (i.e.
consultation with staff before submitting their report to the Governor).

The Expatriate Inspectors' Association is also
mainly concerned about conversion arrangements, and in essence makes the same point as the Superintendents' Association. It further argues that the new conversion rules should apply to
the revision of the Chief Inspectors scale introduced in Report No. 2. Comment : This is clearly not the case, as paragraph 3.18 of Report No. 5 makes it clear that the rules do not apply retrospectively to ranks which were provided with special conversion arrangements, and para. 6.53 of Report
No. 2 states that the introduction of the new Disciplined
Services Pay Scale involves special conversion arrangements. The Police management will be briefed to explain this to the Association as soon as the Report becomes public.
The Association also points out that a very short time
was given for comment and it should not be regarded as
having been properly consulted.
