The Commission's Second Report on Civil Service Pay

(Report No 5) mainly deals with grades not already dealt with in Report No 2 together with two general issues, namely conversion arrangements and fringe benefits for married female staff. The purpose of this memorandum is to seek Council's advice on the conclusions and recom- mendations contained in Report No 5 (Copy attached). Advice is also sought on recommendations concerning Technical and Survey Officer Grades contained in a letter dated 7th October 1980 (copy attached).

A similar procedure to that used for processing Reports No 3 and 4 has been adopted by the Administration for this Report. Copies of the sections of the Report to which they are entitled under the terms of the 1968 Agreement (Chapters 1, 2, 3, 7, 8, 12, 13) have been provided in confidence to the three main Staff Associations represented on the Senior Civil Service Council. The Report itself will not be publicly available until after consideration by the Council and any necessary approval of funds by Finance Committee.

In the following paragraphs, the major recommendations in the Report are summarised and where necessary explained or commented upon. For ease of reference, subjects are dealt with in the same order as in the Report. In studying changes in individual rank scales it should be borne in mind that it is the established practice that staff already serving in a rank are not adversely affected by a reduction in the maximum of the scale for that rank. However, they are potentially affected by reductions in scales of ranks to which they hope to be promoted.

General Considerations

Chapters 1 and 2 introduce the report and the procedures used in its compilation. Chapter 3 confirms that the Commission has continued to be guided by the principles and practices of Report No 1 and to use the system for setting pay scales for individual grades established in Report No 2. It then comments on a number of issues arising from the recommendations in Reports No 1 and 2.
