The events of the past year, particularly the setting up of the Standing Commission on Civil Service Salaries and Conditions of Service, have highlighted the importance of staff associations. Indeed the size of the civil service, and of its component parts, is now such that on a wide range of matters the only practicable means of dealing with staff is through representative associations. This in turn makes it more than ever important to encourage staff associations to be responsible and to curb the excesses of their less responsible members.

With this in mind consideration is now being given to the desirability of the Government itself organising courses on staff relations for both staff associations and management. Such courses might cover the responsibilities of management, union organisation and management, Government staff policies and pay structure, and methods of communication. Full account would need to be taken of the advice which the Standing Commission on Civil Service Salaries and Conditions of Service is expected to offer this year on staff consultative arrangements.
