On 15th January 1980, following consideration of memorandum XCCI(80)1 entitled "Secret Ballot concerning Industrial Action", the Secretary for the Civil Service was asked to look into the comment that leaders of industrial action in the civil service had, in the past, been promoted.

Since 1st January 1976, 17 Staff Associations have engaged in various forms of disruptive action, most of it on a minor scale such as one-day sit-ins. Of the 74 office bearers of these Associations at the time of the disruptive action, 9 have since been promoted.

The staff reports of these 9 officers have been checked and in all cases these officers had received good reports for a number of years consecutively prior to their promotion. Two of them sat and passed formal promotion examinations. After examining the relevant records the Secretary for the Civil Service concludes that there are no grounds for believing that the promotion of these officers was influenced in any way by their staff association activities.

The selection of an officer for promotion is based on his duty performance, character and experience. Active participation in a staff association is not taken into account, though the experience gained thereby sometimes makes an officer better fitted for promotion.
