MEMORANDUM FOR EXECUTIVE COUNCIL
STANDING COMMISSION ON CIVIL SERVICE SALARIES AND CONDITIONS OF SERVICE
A POSSIBLE REVISION OF SALARIES IN 1980-81

On 27th November 1979, after considering memorandum XCR (79)236, the Council advised and the Governor ordered that the recommendations in the First Report on Civil Service Pay (Report No 2) should be accepted. At the same time, the Council advised and the Governor ordered that the Standing Commission's recommendations on future pay policy would have to be received and considered before any revision of salaries in 1980-81 was contemplated.

Members will recall that the Commission's term of reference
1(c) requires the Commission:-
to advise the Governor on whether
overall reviews of the Master Pay Scale and other non-Directorate Pay Scales (as opposed to reviews of the salary of individual grades) should continue to be based on surveys of pay trends in the private sector conducted by the Pay Investigation Unit and subject to the advice of the Senior Civil Service Council; or whether some other mechanism should be substituted.

The terms of reference also make it clear that pending advice from the Commission under I(c), overall reviews will continue for the time being to be based on surveys of pay trends.

Under the present arrangements, the next annual pay trend survey would be in respect of the period April 1979 to March 1980 since the Commission's recommendations for increases to the Master Pay Scale (which were implemented with effect from 1st October 1979) had not specifically allowed for any increase in the cost of living or in private sector salaries since 1st April 1979.

The Commission has now advised that in view of the complexity of the subject and the considerable research and consultation required, it will not be in a position to make any recommendations on future pay policy in time for these to affect any general pay adjustments in 1980-81. Although work has begun on this year's pay trend survey, it will not
