1. I enclose a copy of a letter sent to the Secretary of State by the Hong Kong Civil Servants General Union con- cerning the recent health inspector dispute.
2. We are sending an interim acknowledgment. I should be grateful for your comments on the letter and for any points you would wish raised in the substantive reply. I note, for example, that while the letter refers to 320 suspensions, Hong Kong telegram number 818 of 30 June says that 314 officers were suspended.
