All serving WAs and PWAs received the revised Glory scales with effect from 1st April 1979, llowevor officers opting for the new SWA. rank were not eligible to receive the revised salary scalo until their options had been accepted by the Department on 15 November 1973. The SSWA rank is a promotion rank and until the Public Services Commission has approved the relevant promotions, no officer has yet receivod the new SSWA salary scale;

the creation of 477 posts of SWA and SSWA posts to replace former WA, WS, PWS, PWA and ASWO posts in the social work stream, and 94 posts of SSO I and SSO II in place of the same number of SWO and ASWO posts in the social security stream.

Before the now ranks of SWA and SSWA were created; a thorough review was made of all social work posts at WA, WS, PVA, PHS and ASWO level in the Social Welfare Department, to establish what level of qualifications and expertise cach required. This resulted in considerable changes, which may be summarised as follows i

a)

the regrading of 89 ASWO posts as SSWA;

b)

the regrading of 75 PWA/PWS posts as SWA¦

c). the regrading of 312 WA/WS posts as SWA.

A similar thorough review is required to determine whether the new ranks should be introduced in the voluntary sector either as they stand or in a suitably modified form, taking account of the qualifications required and the level of responsibilities involved. A Steering Committee and a Working Group were, therefore, set up in February 1980 to do this. The Working Group is now examining in detail existing posts, qualifications and levels of responsibilities in each social work services area in the voluntary sector.
