SEVENTH REVIEW BY THE STANDING COMMITTEE ON DIRECTORATE SALARIES AND CONDITIONS OF SERVICE

The Seventh Report of the Standing Committee on Directorate Salaries and Conditions of Service was submitted to the Governor on 24th April 1980. A copy is annexed.
Background

The last overall review of the Directorate was in 1977. It has been the practice to provide Members with a copy of the report and an information note summarising the recommendations and the Administra- tion's view on them, after recommendations on pay had been approved by the Finance Committee of the Legislative Council. This was so that Finance Committee could consider increases for the Directorate at the same time as considering adjustments for the rest of the Service.

On this occasion, it is possible to place the full report before Members before seeking the approval of Finance Committee on the recommendations on pay. This is anyway desirable because changes. in the Directorate structure are involved, and because the Directorate pay recommendations will be subject to further review in the light of subsequent decisions on any service -wide adjustments arising out of the 1980 Pay Trend Survey.

When the Standing Commission on Civil Service Salaries and Conditions of Service reviewed the Master Pay Scale in 1979, it gave an interim increase of only 3. 7% at the maximum to avoid moving too close to the bottom of the Directorate scale, but noted that it would wish to take a further look at the upper end of the Master Pay Scale in the light of the review of Directorate salaries. The Commission has been informed of the recommendations in the Seventh Report and has made its own re- commendations for changes in the top of the Master Pay Scale. Members will be asked by a separate Memorandum to advise on the Commission's recommendations.

It is desirable to have decisions on both these reviews, and also on salaries for the Independent Commission Against Corruption staff, before any service-wide pay adjustment based on the 1980 Pay Trend Survey is made.
