Wide publicity should be arranged for public information, including adequate explanation of the reasons for the provisions and of the safeguards against misuse of the proposed powers. Government should also be prepared to respond to queries as to how the prohibitions on employment may affect individual cases.

Members will be asked to advise whether:-
the Prevention of Bribery (Amendment) Bill 1980 at Annex A and the Independent Commission Against Corruption (Amendment) Bill 1980 at Annex B, should be introduced into the Legislative Council; and
the proposal to make Government aided schools "public bodies" for the purposes of the Prevention of Bribery Ordinance 1980 should not proceed as recommended in paragraph 41.
(The Deputy Law Draftsman (Mr J. F. MATHEWS) will attend before the Council for the discussion of this item).
