of the restrictions imposed under section 33A, it is considered likely that the discovery of an offence could take place after this period. It is proposed, therefore, to extend the period of limitation to 3 years, as is proposed under paragraph 33 of certain other offences.

It is anticipated that applications to a court for the use of this power would be exceptional and would only be likely to affect convicted persons whose re-employment in positions of influence would be generally regarded as a public scandal. The Chief Justice has been consulted about this new clause and has no objection to it.

Government Assisted Schools

Members will recall that on the 26th June 1979 they considered an Information Paper on the implementation of the recommendations of the Committee of Inquiry into the Precious Blood Golden Jubilee Secondary School. A copy of that paper is at Annex C.

Following consultation between the Education Department, the Legal Department and the Independent Commission Against Corruption, a General Schools Circular was drafted, together with a covering letter to Schools' Management Committee. The Circular and the covering letter were issued on 13th September 1979. Copies are at Annexes D and E.

Further consideration has been given to the possibility of making all Government aided schools "public bodies" for the purposes of the Prevention of Bribery Ordinance. It is considered that they should not be so made, for the following reasons:-
