I enclose a first draft of the above Order for your
consideration.

Mr Fursland, who was present at the meeting last Thursday 31 July at Claims Department when the question of the registration of British claims against China was discussed, will see that the draft incorporates the points made at that meeting.
3. Mr Williamson will wish to know that at the meeting the possibility was mentioned that Hong Kong Chinese might be excluded from being able to register claims under the Order because it was so unlikely that the Peking Government would agree to accept such claims. However, the meeting agreed that this would not be acceptable. Nevertheless, by choosing 1 October 1949, the day on which the establishment of the People's Republic of China was proclaimed, as the date upon which citizenship of the United Kingdom and Colonies has to be established, we would, as I under- stand it, be incidentally excluding from the claims registration the large number of persons who only arrived in Hong Kong after 1945 and who would, therefore, almost certainly not have been CUKC's by 1 October 1949.
