the Chinese and Hong Kong to its terms, and their effect (ie 12 enabling some Hong Kong claims to go forward, but excluding the 13 majority): and on any possible alternatives. It would also be
14 helpful if Hong Kong could provide any estimate of the extent
15
of claims which would be allowable under the proposed quote 16 solution unquote.
