1. Thank you for letting me see the second draft of this Order. My major comment is that it does not take account of the points in paragraph 1 of Hong Kong telegram No. 1125.
2.
We should, I believe, amend the Order to include any claim from a CUKC who at any time after 1 October 1949 was deprived of his property, provided he was a CUKC at the time of deprivation. This would take care of Hong Kong's first point.
3. I do not think that we can consider the position of Hong Kong residents, in this Order at any rate, who are not CUKC's.
4.
I should be grateful if Mr Underwood would confirm that the Hong Kong Government will not be required to register claims but that suitable notices will be placed in the Hong Kong press paragraph 4 of the Hong Kong telegram.
5.
Hong Kong have asked for an early sight of the draft Order. I do not think we should send them one until their points have been considered and the Order amended if this is agreed.
