1. Further to our meeting yesterday (8 October), at which it was decided that we should amend the Order by deleting the requirement that the applicant or his predecessor in title should have been a United Kingdom national on 1 October 1949 and that we should substitute a requirement that the property was owned at the date of its deprivation by a United Kingdom national, I now attach a further draft of the Order incorporating these changes.
2.
I enclose two extra copies of the draft each for Mr Paul and Mr Williamson so that they can pass these on to Peking and Hong Kong respectively.
3. I should add that since the papers will have to be with the Privy Council Office by 30 October if the Order is to be made on 4 November I should be grateful for any comments as soon as possible.
