The Commission will in general respond to enquiries from potential applicants by sending them Part I of the mplicatin form together with the explanatory notes and the notices (ie items (i) to (iv) above), When the Commission have examined the completed Part I and are satisified as to the basic eligibility of the applicant they will send him Part 11, and whichever of its appendices are appropriate, for completion.

The Secretary of the Commission, Mr D H Wright,

has asked me to express his gratitude for the assistance which you have offered in carrying out this registration. We suggest that it would be most helpful if the Hong Kong Government could provide potential applicants with Part 1 of the application together with the explanatory notes and notices; and then collect the completed forms.

8

These could be forwarded by bag here to Claimg Department, which would act as a post office and pass the forms on to the Commission. The Commission would then send out to you, by the same channel, Part IIs and the appropriat appendices for onward transmission to specific applicants. Related enquiries by the Commission and by your Secretaris! could be transmitted in the same way.

9

The Commission also, of course, expect to receiv some enquiries and applications direct from individuals a! companies in Hong Kong. They would deal with these direct unless it was obvious that the enquirers' lack of English and ability to complete the forms properly made it clear that the help of the Hong Kong Government was needed.

10

I should be grateful for your views on these proposals (which may, of course, need to be modified later in the light of experience). It would also be useful if

would let me know in due course the name of whoever will handle your end of the correspondence with the Commi: i

Yows ever,

Len Melow.
