I write, as promised in Chris Whomersley's letter of 31 October, about the administrative arrangements for the registration by the Foreign Compensation Commission of corbair claims against China.

The Order was duly laid before Parliament on

19 November and has now been published by HMSO. Six copi of it are enclosed. Also enclosed are copies of a question and answer brief which we have produced for our News Depot furoat and which you may find useful.

As you will see, the Order is due to come into operation on 5 January. It is, however, subject to and» in pursuance of a resolution made by either House within a days of being laid. Providing that no such resolution in made it will be advertised as a public notice in the UE n and regional press on 4 and 5 January, or as soon as por i thereafter. We are arranging for only one insertion in paper. It will also be advertised by means of an Office ci addressed to all overseas posts.

As soon as we have an agreed form of wording press notice (which will probably be about 150 words) J send you copies so that arrangements may be made to placr local versions in Hong Kong newspapers on or after 4 Jammer
