You will recall that last year as a result of your representations to your Ministry of Foreign Affairs to allow British subjects to visit Austria without visas your people asked whether the arrangements by which some European countries admit Hong Kong passport holders without visas are entirely informal or are provided for in bilateral agreements either with Hong Kong or with the United Kingdom.
I have consulted the Foreign and Commonwealth Office and after looking at the UK's visa abolition agreements with all Western European countries, they have found that the majority of them allow for British passport holders to visit these countries without visas. For example, Hong Kong passport holders are able to visit such countries as France, Italy, Portugal, Switzerland, Netherlands, Belgium, Luxembourg and Iceland, without visas as a result of visa abolition agreement between the United Kingdom and these countries. Although Hong Kong is not included in the UK Visa Abolition Agreement with Spain, there was a separate exchange of notes between the UK and the Spanish authorities to enable British subjects from dependent territories, such as Hong Kong, to visit Spain without visas.
