PANAMA: FUTURE STATUS OF OUR MISSION
1. You asked for comments on the draft submission copied to us by PPD at folio l.
Section 6 of the Inspection Report for 1979 is at folio 2 òn 1979 file attached. Nothing was mentioned in this Section or at the debriefing meeting I attended to indicate small mission status was being considered. However, para 2 of PPD letter of 15 October 1979 to Panama City can now be seen to refer (see folio 3).
3. Usually small missions do not issue any entry clearances. Enquirers are told to apply to any British visa-issuing post for UK or Dependent Territory visas and to the nearest representative for any Commonwealth country they wish to visit. There are exceptions in that Libreville and Tananarive issue UK and Dependent Territory visas only.
4. We have the 1979 statistics for Panama City. There were few UK visas or letters of consent but 647 visas were issued on behalf of other countries. The return for work done for Hong Kong shows that 118 visas were issued for Hong Kong and 98 of these were for Panampi ans. Most were for tourist purposes.
5. It might therefore be worth mentioning to PPD that the Panamians will be inconvenienced if we cease to issue Hong Kong visas but that this will affect the tourist rather than the business area.
Migration Section should see in view of the small entry certificate issue.
