As you know the Committee are at present conducting an inquiry into the UK's import and export tradę. During recent discussions the difficulties caused to potential exporters by delays in obtaining passports and visas for certain overseas countries was suggested as a factor inhibiting exports, in contrast to the ease with which those who wish to sell to the UK may obtain admission to this country, thus possibly increasing imports.
The Committee have asked that the Foreign and Commonwealth Office submit a memorandum commenting generally on this issue. It would be helpful if the paper could indicate how far if at all British exporters are discriminated against in this way compared with would-be exporters from competitor countries.
The Committee would also welcome information on the priority FCO gives to overcoming what may be considered to be a non-tariff barrier to trade, and on the steps taken to persuade other countries to grant fully reciprocal rights of access to UK nationals involved in exporting.
It would assist the Committee if the paper could be ready before the spring bank holiday adjournment. Please do not hesitate to let me know if you or any of your colleagues would like to discuss this request with me.
