2. The West German response to Hong Kong's request that their passport holders should visit Germany without visas is disappointing. But the prospects of moving them from this position do not loot at all promising, even if we were to escalate the matter to the polit- ical level. I think it would be for Hong Kong and General Dept to make a case for this if you consider it is justified. WED may also have a view on whether it is worth continuing to press the matter.
