1. Thank you for your minute of 9 May.
2. Whilst I agree that there is little point in pursuing the negotiations at this stage, I suggest we hold the issue in abeyance until we know the outcome of the negotiations with the Austrians. If these succeed, the West Germans will be the only European country requiring these visas and it might be worth having another try then.
