1. I have received a letter from Dr Keo Ann, a Cambodian exile now resident in Paris. He states that he applied to the Paris Embassy for a visa to visit Hong Kong on 22 July 1980 and has not yet received a reply. He then wrote to your Department on 17 September. I would be grateful if you could let me have your comments on his case, so that I may reply.
2. I have consulted our South East Asia Department about Dr Keo Ann's claim to be President of the Cambodian Liberation Government. They regard Dr Keo Ann as politically harmless and have no objections to you granting him a visa for Hong Kong, as his reasons for wishing to go are personal. They suggest that, if his claims concern you, a visa could be issued subject to Dr Keo Ann agreeing to refrain from any kind of political activity while in Hong Kong.
