If the proposed extension of delegated authority is restricted to persons travelling in China Travel Service organised groups, Peking will presumably be the only post involved in the issue of transit visas. Before issuing any instructions to posts about this, I should be grateful if you could let me know if in fact posts other than Peking might be called upon to issue visas in this category.
