1. I refer to my letter of 7 October. The letter to the Hong Kong Immigration Department enclosed therewith was in response to a letter Dr Keo Ann wrote to Lord Carrington, and, among others, to you.
2. The Immigration Department have since informed me that they have been in contact with you on this case since July their telegram No 1353 of 14 October copied to you. In view of this, I feel it would be more appropriate for you to reply direct to Dr Keo Ann, explaining the delay in his case.
