I refer to your letter of the 13 May addressed to Ron Bridge and am sorry that I have not given you a detailed reply before now. After I received your letter, I contacted CAPIC who disclaimed any personal knowledge of the telegram to the MOD but who said that he would arrange for one of his staff to come to a meeting to discuss the problem. However, the proposed meeting never materialised and as far as we in Immigration Department are concerned the matter was regarded as closed.

As you know, servicemen are exempt from control under the Immigration Ordinance and need only to produce their service identity cards for the purposes of immigration examination. Their dependents however are required to be in possession of valid passports and are granted unconditional entry on arrival provided that their relationship to a member of HM Forces can be established or confirmed.

In normal circumstances, servicemen and their dependents travel on RAF flights in groups and there is no problem in identifying them and placing the appropriate endorsement on their passports. Problemsdo occur from time to time however when dependents of HM Forces arrive by commercial airlines in small groups or if they make arrange- ments for private travel after their arrival in Hong Kong. On such occasions they may well be mistaken for ordinary British visitors and are therefore granted permission to stay for 6 months on their entry or re-entry into Hong Kong. This may, of course, be rectified later at Immigration Department Headquarters with the minimum of formalities by cancelling the landing conditions.
