Thank you for your letter of 18 September 1980, enclosing a copy of a letter from Mr C Irving concerning Hong Kong immigration procedures.

You will have read something of our problems with transit passengers from China passing through Hong Kong in our telegram number 1278 of 30 September 1980. There are many thousands of these travellers staying in Hong Kong after having been admitted on the pretext that they were in transit to third countries. Passengers, including transit passengers arriving without visas from China can only be processed at the Lo Wu control point as we do not have the facilities for undertaking the careful immigration examination required at our other control points dealing with passengers from China. This was agreed with Chinese officials at the time the additional services between China and Hong Kong were set up.

At the same time, the British Embassy in Peking is not able to deal with the task of issuing transit visas to the large number of residents of China who wish to travel through Hong Kong. The result of all this is that most Chinese transit passengers who leave China through Hong Kong have to travel via Lo Wu. I am afraid that while our present problems with transit passengers persist there is little hope of any change here.

We do not have particulars which would enable us to trace the details of Mrs Irving's arrival at Kai Tak. However, possession of a valid travel document does not automatically ensure that anyone arriving in Hong Kong from overseas (whether or not a visa or transit visa is held) will
