I regret to learn that illegal immigrants from Macau are in many cases not allowed to stay in Hong Kong in spite of the fact that they have settled down there for years, whereas those who have unlawfully entered Hong Kong from China Mainland were given a grace period of three days to register for identity cards. Discrimination of this kind seems unpractical and is only made possible by laws being not quite compatible with the current situation.

Being a Hong Kong citizen and representating a number of residents in both cities, I petition to Your Excellency forthe same or similar grace granted to the illegal immigrants from Macau who have already taken root in Hong Kong on the following grounds:

Most of them have, I believe, been working hard for subsistence and have got families in Hong Kong. If they are "repatriated" they will return in disgrace and have no means of living. The people from Macau have very much the same customs, creeds, ideas, and ways of living as those of Hong Kong residents. They are in many ways related to Hong Kong, having much closer connection than any other place in the world.

They heartily prefer to live and work in Hong Kong with actions and expressions fully indicating a favourable response to the policy of Hong Kong Government. Their support given to the Government is unquestionable.

To uproot their foundation in Hong Kong is not in line with the principle of humanity which is the real spirit of the United Nations.

To safeguard the dignity of the law they are, as commonsense tells us, quite willing to accept punishment other than repatriation. Your Excellency's leniency with which their cases are handled will ever be remembered not only by themselves but by their posterity.
