As regards the official letter signed by Mr KWAN Wing-wah for the Secretary of Security authorised by Your Excellency to reply to my letter dated 28th October, 1980 requesting that permission to stay in Hong Kong be given to illgeal immigrants from Macau, I take the liberty to raise four queries for clarification:
1. In the 3rd paragraph of the letter a photostatic copy of which is enclosed, does the phrase "for very careful and sympathetic examination" imply "leniency granted to some extent"?
2. The "length of stay in Hong Kong" seems too obscure. Couldit be specified for further understanding?
3. The "other relevant factors" are also vague.
4. According to some newspaper reports illegal immigrants applying for identity cards would be detained at the Immigration Department. The likelihood of being detained under these circumstances has caused extensive concern.
I should be grateful if a detailed reply would be given.
