I am directed by the Governor to submit for the
signification of Her Majesty's pleasure an Ordinance intituled:
"An Ordinance to amend the Immigration Ordinance."
This Ordinance was passed by the Legislative Council on the
23rd day of October 1980 subsequent to the receipt of:
(a) telegram No. 905 of 13 October
(b) telegram No. 919 of 15 October
from the Foreign and Commonwealth Office.

In accordance with clause XXVIII of the Royal Instructions,
an explanatory report by the Law Draftsman showing the reasons and
occasion for passing the Ordinance is enclosed. A copy of the
Gazette Supplement containing the Ordinance is also enclosed,
together with a copy of the Bill which, under the direction of
the Governor, had not been published in the Gazette before it was
read the first time.
