Please see the attached cutting from the Hong Kong 'Star' of 29 November. You will see that the Wanderers Association proposes to lobby the British Government against sending people back to China.

I discussed this on 29 November with the Secretary for Security, the Chief Secretary and the Governor. They made the point strongly that the Association is a Taiwan-backed body with no real standing or support in Hong Kong. They very strongly urged that the group should not be seen in London either at Ministerial or official level.

I hope we can meet Hong Kong on this. There may be some lobbying of MPs but even so I should think we could defend a refusal to see the group on the grounds that there were not sufficiently representative.
This is relevant to the question of treatment in London of pressure groups and lobbies on which I am minuting separately.
