The Immigration (Amendment) (No 2) Bill 1980 was introduced into the Legislative Council on the 23rd October and passed through all

stages on that day. At the same time the Government anounced that the Ah */\

"reached base" policy in respect of illegal immigrants from China would end at midnight on the 23rd October. It also announced there would be no change in the policy which is applied to overstayers and illegal immigrants from places other than China.

The following timetable sets out the main dates on which action was taken to implement this policy:

Special registration at Victoria Barracks of persons claiming to have reached base from China - 6, 952 such persons turned up and were given temporary receipts and told to return on a specified date for processing:

All illegal immigrants, other than those from China, were advised to register at Immigration Department - 3, 485 applicants turned up and were given temporary receipts and told to report again for processing:

Following an assembly of about 25 persons outside Government House the day before and claiming to be illegal immigrants from Macau, a press release was issued confirming that there was no question of the Government granting a blanket amnesty to illegal immigrants generally.

Carriage of proof of identity became compulsory.

It became an offence to employ persons without proof of identity.

Police began checks on the identity of members of the public and warned those not carrying proof of identity.
