to the Status of Refugees, and the 1957 UN Resolution 1167-12, all sensible sources should urge the Hongkong authorities to immediately refrain from repatriation of refugees to the Chinese mainland. Assistance to refugees from behind the Iron Curtain, needless to say, is the

common responsibility of free nations. I therefore ardently hope that your Excellency will, in the name of humanitarianism and human rights, take various effective steps and immediately see to it that:

1. The Hongkong Government is urged to provide

political asylum to all refugees fleeing Chinese Communist persecution, permitting them to stay in the colony or helping their resettlement in free countries with comparatively large areas and low population density.

2. The Hongkong Government is urged to allow life

and work for those refugees with relatives in the colony who can act as guarantors. The measures may include opening up of some islets for accommodation and settlement. (UNHCR and other international relief agencies are requested to provide financial assistance. FCRA will adhere to its stand for refugees from the Chinese mainland and positively coordinate with the con- cerned sources.)

3. The Hongkong Government is urged to apply

measures similar to those accorded Vietnamese refugees and let those Chinese refugees who wish to immigrate elsewhere stay temporarily in the colony. Best possible paper work assistance should be given so that all can realize their wishes to live in freedom.

4. UNHCR and the International Council of Voluntary

Agencies are urged to convene as soon as possible an international conference on relief aids. All the free democratic nations shall be requested
