next year, the additional battalion) renewed attention is being given to preventing illegal immigrants entering from Macau via the new Macau ferry wharf, or by the use of fishing boats, pleasure craft, and small trading vessels. Various measures to counter the use of speedboats for this same purpose are also under examination.

The stationing of a radar vessel west of Lantau will also help.

Marine and air patrolling to the east (from where most illegal immigrants by sea now come) are being maintained and the NCNA's attention is regularly drawn to movements in these areas, particularly from Haifeng County and staging through Single and Me ndoa Islands.

Conclusion

12

The first 6 weeks of the Operation have gone well. The public have responded well to the carriage of proof of identity and employers have taken the employment requirements seriously. So far sweeps by the Police do not reveal the existence of a submerged community and the establishment of liaison committees should provide a monitoring system to enable this aspect to be kept under surveillance. On the face of it the deterrent effect of these measures and the action by the Chinese authorities has greatly reduced the number being arrested. On the other hand some are getting through and the number being arrested in the urban areas by the Police seems to be less than the number who are still likely to be reaching base.

13

The CHAMPION Operations Group meets regularly and continues to monitor the situation, making changes etc as necessary. Likewise the Security forces continue to be very vigilant and on the look out for any change in the pattern of arrivals.
