Special sweep operations based on intelligence gathered from any source indicating concentrations of illegal immigrants. The Police themselves are reviewing existing intelligence gathering resources and it is hoped that the 18 Liaison Committees, will provide useful information.

(2) Immigration Department

Insofar as staff resources allow, Immigration Department will mount, either on their own or in co-operation with Police and Labour Department, special operations to cover residential areas or places of work where illegal immigrants are thought to be concentrated. For the time being it will not normally be possible for Immigration Department to react immediately to reports of individual suspects but such reports will be recorded and collated with a view to action in particular places. The Investigation Division of the Department is being reorganised to meet the increased demands being made on it.

(3) Labour Department

Labour Inspectors will require employees found during an inspection not to have proof of identity to produce such proof to a Labour Office at a subsequent time. The employees will be warned; only in blatant cases will the case be passed to Police for consideration as to prosecution. So far employers failing to keep records have only been warned. Labour Depart- ment will begin prosecution from 1st January 1981 after advanced publicity has been given.

Action against counterfeiting or

forgery of identity documents

The use of spurious identity documents is a threat to the success of CHAMPION. The introduction of a new identity card and an improved system of recording and issue is being examined urgently by a Working Party but it is unlikely that any major change can take place for, at the very earliest, 2 years. Police and Immigration Department will therefore intensify action against forgery and counterfeiting using existing methods and resources. The strengthening of existing legislation is being considered by a Working Party.
