When Teddy Youde was here on his way to Korea, the Governor had a meeting with him to go over current issues in Hong Kong's relations with China and bilateral matters with the UK.
2. We agreed not to take formal minutes but to have instead a summary record of decisions. I am attaching a copy of this. May I leave it to you to decide whether it should be seen by anybody else in the office.
