Introduction
On 10th June 1980, the Council approved the plans for Operation CHAMPION, the basic purpose of which is to implement the termination of the reached base policy. The plans provide for the return of all illegal immigrants from China arriving after a public announcement has been made, whether or not they have reached base. (It is not proposed at this stage to include visitors from China who overstay, other than the small number who arrive in Hong Kong in transit to third countries). In order to bring the illegal immigrants to the surface, they will no longer be issued with identity cards and the community generally will be required to carry the latter, or certain specified alternatives. Illegal immigrants will also be denied employment. Those already in Hong Kong at the time of the announcement will be given three days in which to register for identity cards. The Council gave approval in principle to the introduction into the Legislative Council of the draft legislation necessary to imple- ment these plans (XCS(80)4), subject to final advice by the Council.
