In our telegram No 905, we told the Governor that the Secretary of State was informing his Cabinet colleagues of the Governor's plans to return all illegal immigrants to China (Operation Champion) and undertook to confirm as soon as possible that the plan had their agreement.
2. Hong Kong have asked for this confirmation as soon as possible (Hong Kong telegram No 1356). This request is more than reasonable given the extensive preparations essential to the smooth implement- ation of Operation Champion. The Secretary of State wrote to the Prime Minister on 13 October, copying to the Home Secretary and Secretary of State for Defence; I should be grateful if you would ascertain from Private Secretaries that there are no objections to the Governor's proposals.
3. I attach a draft reply to Hong Kong.
